I'm reading this and thinking okay, let's go with this. So...

Instead of a left party and a right party, we have an inner party [a bipartisan elite] and an outer party [the anti-establishment insurgents]. This outer party is basically the party that exists to collect and market the votes of unfashionable America.

Honestly trying to get what he's saying:

  • The Emperor is the Deep State.

  • The Harkonnens are the elites running both parties.

  • The spice is votes.

So what this metaphor is supposed to be is, one group of people is secretly manipulating another group of people from behind the scenes. And the best he could compare it to is the most complex part of this extremely complex plot.
