b) all that matters is global emissions. looking at nation state statics going up or down may just be emissions shifting around.

c) we need not only zero emissions, but also too build out the capacity too take all the CO2 out.

Yeah—a lot of times those emissions get externalized to other places, if I make goywidgets that produce 2 metric tons of CO2 a year and I move my factory from the US to Botswana, global emissions have remained the same or even increased slightly because now we have to ship my Goywidgets in Bugpeople Boats.
