Bulletproofing the school would be pointless. It's not like the school shooters shoot from outside in but get into the building and go class to class. You'd want to bulletproof the children instead.

A lot of "school shootings" are literally someone firing on people or inanimate objects on school grounds, sometimes when the shooter isn't even on school grounds and outside school hours. If they only counted people who come to school and shoot a bunch of students, you'd hardly have any school shootings at all.

Shootings on school property by non-students are counted as school shootings because the property is a school setting, even if the shooting doesn't involve a student or occur during the school day.

The K-12 School Shooting Database (SSDB) includes every instance where a gun is fired, brandished, or a bullet hits school property, regardless of the circumstances. This includes sidewalks, athletic fields, and common areas that students frequent. The SSDB also includes a reliability score for each incident and verified source citations.

Yeah this is one of those issues where they technically are school shootings by virtue of occurring on or near school property but hardly anyone considers gangbangers shooting at each other by the field track at 8 PM to be a "school shooting".

IIRC the deadliest school shooting in my state was pretty much from four non student gangbangers shooting each other on the edge of a school parking lot lol.
