It's an interesting set of proposals since accelerated approval is basically a handout to big pharma to sell drugs that will do nothing for patients. I guess he's hoping allowing for that would also convince them to negotiate prices. Fat chance.

Slight pushback on this point that some resource consuming regulatory steps might add little tangible value. And if he's referencing these, then patient efficacy might not be at risk in any way.
But I'm making a lot of presumptions in this rebuttal and could be way off.

No, around half of drugs that make it to efficacy trials fail. It's true that accelerated approval drugs used to have better success but that's no longer the case per recent approval data. We've gotten worse and worse at finding new drugs over time. No one has an incentive to really fix it because scientist love playing God and this is how they get to do it for your tax and prescription dollars.
