this is actually not true. even CJNG will turn over anyone who kills Americans / tourists. Everyone thinks the cartels are separate from the state but in MX the cartels are independent contractors under the state. its a trillion dollar slush fund that you can always dip in. unless someone invades mexico or starves the wealthy they won't do anything about them. cartels are great for business. they keep wages down, bring huge aid packets, provide a 24/7 source of dirty money, clean up problems, and best of all require no support except closing your eyes. carlos slim's empire is bigger than the entire coke trade in mx. it's a willpower issue not manpower.
