it's a generic mountie image, used Georgia serif font for the main text, Arial for the lower text.

Made the circle and rectangle as separate layers, used the outline functions for the border, selected the pixels for the circle, switched to the rectangle layer to cut the shape.

Selected the pixels of each shape then used the oval selector to de-select the upper-left portion, then used 20% pressure black brush for the shadow effect.

Ogopogo set to 10 or 15% opacity as a layer above the background and below the text.
