20 years ago I could buy a 1.75L bottle of Karkov for like $12. Today I can buy a 1.75L bottle of Starr Blue for $15. I assume it's all still made the same way, how is it still so cheap?

Cheap vodka is easy to make using items resistant to inflation. There's slight inflation but I've been paying for grey goose for 29 years and it's gone from $35 to $40

Because it's made from excess, low grade (animal) or waste foods. They buy up the stuff farmers couldn't sell and distill it
@iStillMissEd is actually working on a way too do the same thing using rhizopus oryzae and food waste for @iStillMissEd's moonshine. Managed too get a yield of 4% abv from a mix of spoiled corn and fly ridden potatoes
trans lives matter if they help @iStillMissEd shine

For another buck or two you can get a handle of 'ol reliable Smirnoff or Skyy, but I see the reviews for Starr Blu are pretty good on Total Wine, I never heard of it before. I usually put it in iced tea or diet coke anyway, so it doesn't matter much and why I'm not springing for Grey Goose or Tito's.

Liquor prices are heavily influenced by excise taxes based on the alcohol content, so changes in supply costs have less of an effect as a proportion of the total price.
