What are you talking about? It was so unfathomably popular that Duterte was able to ride into power based mostly on the fact that a politician was finally cleaning up the crime and corruption problem instead of participating in it. I mean sure he may have authoritarian tendencies, but the dude gets stuff done. You can't argue with results.
Of course Westerners hated it because many of us are spoiled effete garbage. We've lived in the light of civilization for so long that we've forgotten that harsh measures need to be taken both to build civilization and to preserve it, and that's why bluepilled cities like Portland are in a state of slow-motion collapse right now.

Well yeah but America started out the same way, that's literally how the Wild West worked. Lots of robberies and criminal gangs so vigilantism was basically legalized by the fed (in fact they even had bounty hunting so it could be said that the government subsidized vigilantism) and very quickly crime dropped to managable levels, at which point the vigilantism was gradually rolled back and law and order became the responsibility of the cops again.
This is what I hate about American foreign policy: we're such insufferably self-righteous moralists, and what makes it worse is that we're very hypocritical about it. We look down upon and judge these less advanced countries for taking extreme measures to solve their crime problems so that they can evolve into civilized first world democracies even though less than 200 years we did exactly the same thing ourselves that we are now so bussyblasted about these foreign countries doing. Like how the frick can we reasonably expect these countries to solve their corruption and crime problems if we insist that they be gentle on the criminals? Law and order would never have been brought to the Wild West if it were not for vigilantism and community policing yet somehow we expect Brazil to fix its problems without these proven solutions, like Bolsonaro is supposed to pull a magic wand out and somehow all the criminals will decide to join the priesthood and dedicate their lives to charity.

Same with the whole piracy/privateer stuff. Pretty much state sanctioned piracy but it helped keep business interests safe and privateers were already skilled at what they do.
