Nah that's what I've heard from the industry. The higher you go, the more coding is seen as grunt work. Higher level people usually tend to deal in authority and validation rather than anything else. After all, why would you tell someone who bills 300k a year to create a program, when they can tell someone who bills 80k to write the same program, and it teaches the 80k programmer how to actually work in the industry. The main value of that person is to be able to say "use this algorithm for the project. I noticed this section is unoptomized, fix it. Also, I have a lot of experience in this sector - if something goes wrong, I am responsible"

L3: software engineer (usually a new grad)
L4: software engineer (mid level)
L5: senior software engineer
L6: staff engineer
L7: senior staff engineer
L8+: not sure, but basically you are a VP at this point
You can see pay scales on levels.fyi.
At L3 you write a lot of code with guidance, maybe do some small designs.
Typically you’d get promo to L4 in two years or so. At L4 you do more autonomous design work, but on smaller pieces of a larger project.
L5 would take longer, and can be a “terminal” level if you aren’t that career driven. At this point you might be a team lead, and you design/lead larger features that span multiple quarters. You are starting to spend more time in meetings, and are happy whenever you get the chance to write code.
L6-L7 you either manage 20+ people or are an eng lead for an entire product. At this point you spend a lot of time in meetings with other teams, VPs, etc. You do more “big picture” planning than writing code.
L8+ you’re basically leading an entire product area. You probably have an administrative assistant who manages your calendar.

If you spent years at the same low level that means you weren't good enough to get promoted and you will get put on a PIP(Performance Improvement Plan) which is a path to getting let go.
