The tunneling that Plex provides, I assume through their own servers. You are sending the content through their servers and you can watch it anywhere remotely. You can do that for free though if you're smart enough and use something like Jellyfin.

I know none of you spergs have friends so FYI the main use case for PLEX is to share your media libraries with multiple friends- including non-technical ones who only understand apps. (PLEX has apps on basically every weirdo platform unlike Jellyfin and an actually usable UI).
If you only watch media on your LAN by yourself then yes, it's silly to use PLEX. If you want to run a bootleg Netflix for everyone from grandma to your bestie Billy Bob it's fantastic.
The pricing tier actually make more sense now since remote streaming is completely usable for user if the server admin has premium (which was $80 for lifetime at one point) vs. users having to do one off payments for the Android and iOS apps.

tldr; Plex is getting rid of their one time activation fee for using their mobile app and requiring users purchase a Plex Pass to access any media server running a free version of Plex Server. If you as the server owner pay for a Plex Pass, anyone accessing your server can still watch media for free (they don't need to get a Plex Pass).
Honestly, I don't see anything wrong with this. They're shifting the cost burden to server owners. If you have enough money to run a Plex Server, just buy the lifetime Plex Pass. It's only a one time cost of $250.
