It's a ww2 naval AA gun mounted on 60s artillery tractor (with super thin armor that can get penned by AKs). In a super tall turret that denies MT-LB its only advantage, low silhouette.
Only someone without a degree can think he is smarter than a team of very educated people. If they build that thing then there is a reason for it. Like if you know they are trying to emulate terminator than that would mean terminator system is a success

I see a few possible reasons for its existence, a Mad-max improvisation in the field (soldiers are r-slurred), but that is unlikely since there's more than one,
actual AA work beyond front lines, trying to counter drones. It doesn't seem to have anything to spot drones, but it might be better than nothing anyway
showing you're "doing something" and utilizing all your resources, likely by the Navy trying to suck up to its commanders
Either way this thing has no place in ground combat, it can be taken out with sniper rifle at sniper rifle ranges. At least actual Terminator is basically a T-72 with a different turret, and T-72 is an ok tank, with cold war tank level of protection.

If it being send to the front then it have a place. Those things are mostly will be used as suppressing weapon in forest.
