The only reason they gave them up because they never had any, by soviet laws only Russian soviet republic had nukes no other soviet rebuild had any nukes. They didn’t had launch codes and couldn’t take care of them + it was US who pushed hardest to take them down. Russia also didn’t promised them to never invade. Memorandum are memes in law terminology, since that memorandum was saying US would protect with their army Ukraine.
Belarus and Kazakhstan also hosted soviet nukes and gave them back to Russia without a drama and never did that show Ukraine is doing.
