Different toxins have different routes of exposure, e.g. ingestion, inhalation, blood exposure, boofing.

The toxic route of exposure for U-238 is inhalation of aerosols when a depleted uranium round hits an armored vehicle. You have to be somewhat nearby and inhale the particles, and the particles need to be around 5 microns in size.

Compare this to lead bullets which just simply leach into everything around them.

Also lead has a higher toxicity than depleted uranium.
