I know this guy. Günther is a somewhat famous Austrian economist who's still butt-blasted that Austria is not part of the illustrious organization of NATO. He now spends his time advocating that Austria should join the military alliance, while also claiming that many Balkan states should join too - either NATO and/or the EU. Some of his claims are pretty stupid but then again he doesn't know the constitution of his country as Austria was only allowed to exist as a state after WWII under the condition that they never join a military alliance again. Nowadays he spends his time shitposting in broken English (as a third language) on social media making scatterbrained claims such as the one you posted and preaching to openly attack Russia and Serbia.
