If you read it, he's still saying NO to a ceasefire. He's offering a one-sided deal that only stops the parts of the war in which the Ziggers have a large advantage.
That language means that he wants the Russian drone swarms that are attacking his power plants to stop while Ukraine still gets to use theirs to blow up Ziggers in the field. I have no idea why Russia would ever agree to this.
