You know the city is famous for being Ukrainian main logistic hub
See how many roads go through that city ?
So why would regular Ukrainian go and rent an expensive hotel in city that is constantly targeted ?
And no single country on earth gives legal protection to "volunteers" in Ukraine
So as you see again it's just bongs trying to shame US 
If bongs didn't tried to blame US we would had never heard about foreign being in that hotel. The story would been just omg Russian hit civilian object and lying about foreigners

It's not the first time he is doing it, I posted like 2 months ago list of European he deported. But those 250k ain't all refugees from Ukraine. Since it wasn't easy to get to US, Ukrainian basically had to send request to US gov to be accepted as refugee. The only other way inside US was joining some religious sect.
But cutting aid for Ukrainian been going for some while in Europe
