And honestly kind of. The German core of that Bayern and the 9 men from Guardiola's Barcelona in 2010 are generally assigned the victories in 2014 and 2010 in the world cup respectivly. It strengthens players and coaching and keeps the game strong at all levels not just those with TV money on them.

And again if it was parity we wanted you'd implement salary caps not nix pro-rel.
