Police in riot gear met fans and kettled them into a car park near the stadium but could not prevent trouble breaking out before kick-off.

tbh Kettling is a fricked up tactic and police deserve violence for preventing people from leaving, and Its exteremely easy for random civilians like just walking by to get swept up and then put totally into a mini-prison for hours, while pigs stare at you in a circle

If they want to arrest people for particular things they are doing then do that instead, and Or use the phalanx, shield beating driving tactics to disrupt groups

It depends on how much warning they give. In Portland they have a vehicle with massive loudspeakers to warn you "this is an unlawful assembly" and tell you which direction to go if you want to leave. So it's fairly safe to just be a spectator and watch them pepper spray the frick out of antifa without getting caught up in it
