It automatically went to someone not in Europe and not in South America. Leaving only Australia, Japan and an Arab state who's not Qatar as the only real choices (China don't want to embarrass themselves as a host until they're sure they can at least make it out of the group stage). Japan went no and Australia put together a half hearted bit of interest but declined as well leaving the Saudis as the only option.
