eternal september was newcomers not understanding the culture of a site e.g. 4chan, but within a few months they'd adapt or leave. and it was 20% newcomers per year. annoying but manageable.

smartphones meant that those newcomers who don't understand the culture quickly become the majority of users. wide adoption of internet use also made everything far more profit-driven, and far more interesting for propaganda. in 2005 barely anybody in power cared about what people say online, as long as it's not serious crime. by 2015 the consensus among the powerful was that what people say and read online must be tightly controlled.
