he wants. ALWAYS.

Assuming this is a real story, there's way more here than she's saying. She's been separated from her husband for three years. So he doesn't want "50 cents on the dollar" of what she earns, he just wants the alimony to be discounted based on her earnings.
Not sure how common that is, but that sounds much more reasonable than just saying that he wants half her income. It seems like if he's loaded the alimony would be enough to just live off of, so what's the problem with not working? It would admittedly be a heavy disincentive to work.
