The r-slurred thing about the American congress is that winners of elections can't actually rule, because of the senate's 60 vote requirement, so everything gets rolled into these omni-bill compromise "budgets", where all kinds of dumb shit gets in. Frequently things that only 1 senator (and no one else in America) wants , because they need his vote to pass the 60 vote threshold. Drop the filibuster and these omnibills will disappear overnight.
