This frontal lobe stuff is such crap. Obviously people develop as they get older but saying that the frontal lobe doesn't fully develop until 25 obfuscates the fact that it is like 99% developed by like 18 and then does like 1% of the remaining development over the next 4-6ish years.
It's just an excuse for people to obfuscate and excuse behaviours

just the age they decided to end the study 
at.
And you're correct
it's an excuse but it's an excuse to towards the female 
goal of simultaneously having the privileges of children 
but the rights 
of adults. Never 
forget they always walk in lockstep in their plans 
even subconsciously.

And even if it were true that the brain developed until 25 and then stopped, it doesn't follow that we should set things like age minimums at the highest possible age they could be set at (when no more improvement is to be expected).
