Just as there are many possible futures in tarot, there are many possible story choices in Skyrim! As a tarot card, that passage simply represents the "upright" fortune that is possible for Ulfric. The civil war is still canonically a player choice within Skyrim.

On a somewhat related note, if Bethesda is remotely smart, Skyrim will be conquered by the elves by the time of TES VI. It allows for the most elegant solution regarding the player's choice in Skyrim - no matter who won, the civil war left the province destroyed, weak and vulnerable which the Aldmeri Dominion exploited to take over.

If TES VI is indeed in Hammerfell I think we will probably see the Aldmeri Dominion/Empire War wrapped up being that in canon Hammerfell isn't part of the Empire anymore but also completely defeated and routed the Aldmeri Dominion out of Hammerfell so they are basically an independent kingdom now.

A pretty obvious set-up where the player will get to decide if they're-join the Empire, the elves take over or Hammerfell is cemented as an independent country for good.

The aldmeri couldnt take over hammerfell the idea of them conquering skyrim is ludicrous

Hammerfell was united in defending their homeland and the aldmeri dominion was just returning from their war with the empire, unable and/or unwilling to commit major forces to what was looking like a costly conflict. It's not comparable to the time around the Skyrim civil war where the dominion has been building their strength for decades.

So what? Skyrim would unite against a foreign invader, the reason they dont do so in TESV is because the Imperials aren't really foreign to them, half the Imperial army therein is Nords. The dominion has been rebuilding sure but so have the humans and with higher fertilities to boot.
