The phrasing around all of this is confusing. Did Kanye's account ever display as suspended? I was under the impression that he was simply locked out for some temporary period of time.

I think your suspicions are on the right track. His account has never displayed as suspended AFAIK. His latest tweet was on the 9th, so he's probably still banned from tweeting though.
