Reddit admins just told me to ban evade

I logged onto an account I tried to age and use for reportmaxxing a few months ago, now it's gigajannied and I got this message. Has this happened to anyone else, and do you know what causes this so I can avoid it with my next account?

This isn't anything new. When your whole account gets permanently suspended, you're "allowed" to make a new account and rejoin the site. It doesn't fall under ban evasion. That's only for subreddit bans handed out by unpaid jannies.

I've been banned before, and never seen that message. Also if they wanted me to rejoin, why would they device/IP ban me?
