In the year 2016 someone I worked with said this little phrase out loud right in front of a head of another department who was black.

Absolutely oblivious to what she'd said when everyone audibly gasped with shock and cringe.

I'd never heard it either. I don't think anyone in the room knew it was an old phrase and just thought she was being openly racist.
