A "large telecom company" that gave law enforcement unrestricted, warrant-less access to their systems, and a had the on-call sysadmin responsible for triggering those decisions.... right.
In real life, this shit would be handled by the sysadmin immediately phoning his manager, who would proceed to alert IT security and legal, who would then be the ones to contact law enforcement after making sure everything is documented so as to limit company liability for distributing cheese pizza out of their network.

Yeah by backdoors agreed upon and set up at the highest levels, not a sysadmin with a "direct line" who phoned in whatever he found suspicious.
Aside from the fact that even in 2000 there would be a security team in charge of doing this, not the sysadmin of the day, this wasn't a network intrusion issue but a CP issue.
