A primer
:
Casey Strom is the current owner of Adult Baby Universe (herein referred to as "ABU"), a company that produces diapers and other assorted paraphernalia for ABDL fetishists. It's very popular in it's scene and it's got a creepy history of it's own (IE: the StarDiapers fiasco) but that's a story for another time.
Once upon a time, there was a creepy site called diaper-boys.net (aka tbdl.net, dprbys.com, db.biz etc.). An "all ages" forum where underage users interacted with adult fetishists and uploaded photos of themselves to the gallery.

Originally it was run by "Moo" (aka "ashen") who also ran a more popular ABDL site, ADISC*. Casey became co-owner and fully took the reigns a few years afterwards.
*(Coincidentally, another "all ages" site)
Ok, straight enough. How do you know that I'm not just being dramatic?
Here's Casey himself talking about this in a long reddit thread detailing the whole affair:

Feel free to check that reddit account by the way, he still uses it to discuss the internals of ABU. This text is absolutely fricking massive so I'll keep it to the highlights.
>Any thinking adult would see what this site was immediately after registering. Click ‘Gallery’ and you are presented with children my age - 11, 12, 13 - along side photos of adults that have virtually no views. Click ‘Most Viewed Photos’ and you are presented with an endless succession of photos of children with nary an adult in sight. Go to the forum and will find posts from users claiming to be young children, talking about things I find hard to describe here. Go to the chat room and you will be asked for your age, followed by obvious child grooming.
>The user ‘mndiaperboy’. This account was operated by an adult. The account was used to post numerous photos to the gallery of a very young child, no older than 10. This member would later be arrested for child abuse. Only at that point would the members photos and forum posts be scrubbed.
>The user ‘huggied’ uploaded the most viewed gallery on the site. It is signifiant that this is the most viewed gallery, as it destroys any argument that staff was unaware of what was going on (though keep reading for more on that subject…). This gallery depicts an individual who is, by their own admission, 12 years old at the time the photos were taken. Huggied gave their victim the name of ‘Baby Bruce’, which I will use to refer to them for clarities sake. At once point, Bruce, using Huggied’s account, replies to a photo with the text ‘Stop viewing my old 11yr old pics, check out my new sexy 13yr old pics’.
>The person taking these photos and providing these items is not a member of the victim’s family, not that it would make any difference if they were. Huggied posts at one point, as a comment to a photo, that the victim’s family found out about relationship (Huggied’s words, not mine) the two had and did not approve of it. The album ends after this post. Later, the album is removed from public view.
>The user CMJ. The photo gallery depicts a male child who claims to be 13 years old. They claim to wear for need. They also wear all sorts of ABDL themed clothing. Not medical stuff, explicitly baby themed clothing. One of the last photos uploaded by this user is of a changing table. There is a debate in the comment section as to if the straps on the table are normal changing table straps or if they are restraints. CMJ comments, settling the debate. He says that they are restraints and that they work well too.
>There were rules for posting to the photo gallery. The rules were crafted to meet some idea in someone’s head of what the legal minimum to not be considered pornography is. No crotch shots and stuff like that. The rules are not on archive.org and I do not remember them well, but there is an important thing here: staff has to manually approve photo uploads in order for them to be visible. This means, so long as I am being honest, that staff viewed the galleries I described earlier and decided they were acceptable and approved them.
>There were photos of teenagers. It is my belief that the purpose of photos of adults was to provide legal cover. The gallery rules specifically stated, again and again, that photos are not intended as pornography. The ‘most viewed’ photos feature of the gallery reveals what people are actually looking at, and it wasn’t the adults.
>[Casey] was the administrator and owner of the site. There were other staff members of the site, picked by [Casey]. They handled day to day moderation work. One of these moderators had themselves posted pictures of children far under the legal age. This moderator used the username Lobster.
The thread was y'alled pretty quickly but Casey got a series of replies in.
>The website you mention, tbdl.net and dprbys.com, were indeed websites that I hosted. My username was klo555.
>no photos of people under 13, and you could only view photos of people 13-17 if you were “vetted” as being a minor, which was a minor-to-minor good faith effort to establish a face photo with a date on it showing your username and "DB only", we would only allow you if you genuinely looked between that age gap
>At the time, we had MANY people that we had indeed blocked from our site for what we believed was grooming, and were very conscious of this and tried our best to report anything actionable to the appropriate authorities.
>The intent was to have a safe place for people my age and older (I started hosting these sites when I was 13), as I knew that there were MANY other sites where kids would become a member of, posing as 18+, and we knew that there were dangers.
>MNDiaperboy was actually not something that happened during my time of ownership. It happened prior on diaper-boys.com. Many of us, including myself, fell into his trap. He is still in prison to the best of my knowledge. When he was arrested, ALL of the major ABDL websites shut down for a period of time. When diaper-boys.com didn't come back, after three months, I bought diaper-boys.net and started that up. Slowly the community got back on its feet and we aimed to learn from what happened.
>I'm not a doctor, but I think you may have some PTSD from whatever happened to you, which is why you are "reliving" the pain instead of moving on from it. I would highly recommend finding a psychiatrist to work through your pain with. This is heavy stuff for you, and I am sorry that you're having to deal with it.
>I can't recall the gallery that you describe - however, we had a code of conduct and the content needed to be of someone older than X age (I believe it was 13) and to view the content, you had to be within an age range. We may not have started out with that policy, but that's what it evolved into later on. I wanted to have a place where it was safe to exist and be open. We're talking about events that occurred over 10 years ago. I'm not brushing this under the rug at all or sidestepping, but I don't have clarity on everything that was in the past.
>I've already stated that photos were posted of people aged 13-17. The rule was that they were only to have been photos of themselves, could not be sexual in any matter, and could not be exposing of genitals in any way. Also couldn't have crotch shots. Needed to have substance.
>Regarding Lobster, yes, I remember him. I do recall that he had posted photos of he and a boy that he was dating, Oliver, and they were both about age 15-16. Oliver is someone that I knew online when I was much younger, but he had gotten himself in trouble and spent time in jail. Lobster, IIRC, is about my age, but looked about 10+ years older. Lobster did a good job as a moderator, so did the other moderators.
Here's some other assorted online posters talking about the site:
From a long time DailyDiapers user with 1.9k posts describing it as being "run by libertarians" and "chock full of questionable content". (Note: The "FBI seizure" was a joke due to some domain ownership squabbles. Strange that they'd joke about getting seized by the FBI though...

Part of an argument regarding ABU's creepy history before Casey bought it; noting that it has ties to diaper-boys.net (among other sites) and that the site's content is mostly "the libertarianismc[sic] ideology that young boys should wear and be kept diapers."

Here's someone on ADISC (an "Established Contributor" no less!) describing it as a "hookup" site as recent as 2015.
"I have the most success with Fetlife for meeting locals. I've also used Diaper-Boys but there seems to be more of a "hookup" scene there but the friend finder function is nice."

There is something uniquely disturbing about diaperstrags. Some deep-seated disgust that not even the most heinous other degenerate stuff invokes.
