I have no idea how to start. Can anyone tell me how I can make Marsey, I use laptop mostly.

Hi! sorry for the waiting, needed some time to collect some pics of my process for the explanation (I'll be replying to this comment in chain with the steps).
First you need to get the original Marseys in good quality, here's this post with a link where you can get them https://rdrama.net/post/12500/all-olriginal-marseys-from-the-telegram
What I do first is to check which Marsey fits better with what I have in mind for my edit. I'll use my zombie Marsey for my explanation. In pic related you can see the original Marsey I picked and the final product of my edit.

For the software, I use Paint Tool SAI V1. I don't have a link because I pirated mine years ago but it's a really old software so it should be easy to get.
Basically what I do is to work in layers. Not sure how experienced are you with layers but if you need a more detailed explanation for them just let me know, for now, pic related is the distribution I use for my layers.

Next step is to lower the opacity of the original Marsey and create a new layer on top of the original Marsey to draw the lineart for the edits. I do this using the "Linework" layer of the software since it allows you to work with vectors which you can transform without losing quality. If you want to get a similar style to the original Marsey I recommend to colorpick the color of the original Marsey lines so you can use it for your own lines.
Once I'm done with the lines, I delete the parts for the original Marsey that I don't need anymore.

After the line edits are done and I've removed the spare parts from the original Marsey, I increase the original Marsey's opacity back to 100% and start adding colors to my edits. I do this in a new layer that is above the original Marsey layer but below the lineart layer.
Now if you see the pic where I show my layer distribution you'll see I have two layers at the very top called "Color edit 2" and "Color edit 3", these layers were used to give her the green hue for the skin but this step is optional most of the time. I just wanted her to be green because of classic zombie aesthetic. To give her the green hue you have to create a new layer on top and change the layer mode from "Normal" to "Multiply" and then fill the layer with green color.

And finally, I create a new layer at the very bottom and fill it with grey or other dark color, this is so it allows me to check the outline and fix or add the parts of the outline that are missing. To make the outline I create a new layer on top of the grey background and draw it there. After the outline is completed I turn off/delete the grey layer and save the file as PNG to conserve the transparent bg.
And that's it! your Marsey is now done!

I usually trace a source Marsey and then either trace the separate components on or freehand it looking at my inspo image.
My first Marsey though (Corn Marsey, may she reign) I did on Photoshop and used the magnetic lasso to select components to copy and paste. Main thing is to figure out how layers work.
