In general, a tiny percentage of criminals commit a vast majority of violent offenses in the US. This corresponds to the number of people with psychopathy (or anti-social personality disorders). These criminals are frequently concentrated in small areas of big cities. Police could use predictive policing (and gang task forces) to target these criminals and keep close watch on them.
Bail reform, "defunding" departments, lower sentences, and civil rights complaints
have stripped the justice system of many of the tools that it could use to isolate and lock up this small subsection of offenders. Activists have rightly questioned many of the methods that cops have used in the past but they have allowed the perfect to be the enemy of the good. Frequently when they target police departments and levy complaints at them, they are suggesting absurd replacements that will cause more harm than they prevent because they don't understand the nature of the problem 
and refuse to acknowledge the unique problems in the US (usually gangs, drugs, and guns 
). The by-product of "good" policing would create demographic outcomes that they don't want to grapple with.
