Open image in GIMP > Add alpha channel to background > Fill background (mode = erase, change threshold as desired)
It's not perfect, but it works well enough. I think what I did to add the white outline was this:
Duplicate layer > Go to bottom layer > Use Fuzzy Select tool on black outline (change threshold as desired) >Stroke Selection (change line width to the width you want, make sure the current color is white) > Merge layers
That can't be right. That would leave pixels around the edges where it was smoothed into the original background. But your edit separates it perfectly.

That's literally what I did though. It does leave pixels around the edges, but I think the white outline obscures it.
