1. Plenty of black folx were raised fatherless (at least in the US, from what I see, this is uniquely an African-American phenomenon, and is not really a deal outside of the US and some places in Europe), so their busy mothers just did not cared what they watched on TV as long as the kids were distracted, so therefore they ended up having more freedom to watch almost any kinds of cartoons they wanted, when compared to the mayo helicopter parents who strongly regulate what their kids can or cannot watch.
2. In the case of Brazil and other thirdiestans, anime was shown on public/open TV here in the 1990s and 2000s, so poorer (therefore, BIPOC) folks ended up watching more anime than the upper-class (therefore, mayo) kids, who had access to cable TV channels like Cartoon Network, Nickelodeon, and Disney, Western animation-centric cannels that rarely, if ever showed anime.
