This was well into the Pentium 3 era and the P4 just dropped. Nvidia just released the GeForce 256. Half Life was a few years old by this time. PC gaming was super well developed, especially shooters, the xbox didn't exist yet so online console play existed really only in Japan.

The case modding scene existed by then too, but was all DIY. Pretty sure some manufacturers were already selling performance parts by then like oversized CPU heatsinks and water cooling. The market definitely wasn't what it is now and the g*mer specific branding didn't really exist, and there was no money in competitive play.

But I definitely had an Athlon XP gaming rig with a bunch of bullshit g*mer parts and a custom case right around this time. 2.4gHZ single core Athlon, 512mb ram, 30 gigabyte HDD, 128mb graphics

I think that one was oil-based - there was another story going around at the time with a physics teacher trying to immersion cool a PC in distilled water, but being an r-slured teachercel he wasn't aware that distilled water is still easily conductive enough to short electronics.

I saw ads for dedicated gaming PCs at least as far back as 1993. Back then flight sims were on the bleeding edge so it was oriented around. Sold together with horribly expensive input devices like HOTAS sticks, pedals, and so on. But you probably weren't prestigious enough to be reading Computer Gaming World then.
