Different situation. Ohio's law is just, "If you want your guy's name on the ballot, you gotta get it in at least 90 days before the election." Which isn't unconstitutional, obviously.
The issue is that the 2024 Democratic National Convention is less than 90 days before the election. Usually this wouldn't be a big deal, because the Democratic Party would apply for an exemption, the Ohio General Assembly would rubber-stamp it, and that would be that. But because the Republicans and Democrats are in this nationwide pissing contest of attempting to keep the other party's candidate off the ballot, the Ohio General Assembly, which is overwhelmingly Republican, is refusing to grant an exemption.
The Democrats can get around that by just engaging in a bureaucratic workaround where they submit Biden's name on time despite it technically being before he's officially nominated, but they've not done so yet. Probably because they know Biden won't win Ohio and they can use this to go, "See‽ Republicans won't even allow a Democratic candidate on the ballot!"
They'll still do it before the deadline, of course. Guaranteed loss or no, not having your guy's name on a ballot is a bad look. But they'll leave it 'til as late as possible.

Functionally, the qualifying criteria being set by different states is an artifact of America being a federation of states as opposed to what it is today, which technically is also a federation of states, but now the union of those states is legally no longer voluntary.
With this in mind, Ohio Republicans are trying a tit-for-tat tactic to force Dems to go through some dumb process, and Ohio Dems are either unable or unwilling to do so because the convention stuff is handled by the national party scheduling, and they just don't want to change it because Ohio isn't diverse enough or something. No I'm not kidding, that's why New Hampshire and Iowa got the boot on the Dem side despite them being the first states to vote in 50 years or so.
Long story short, it's not a super big deal because Biden was not going to win Ohio, but it might have a down ballot effect where more local Dems lose their races because they don't have the president to galvanize them.
Does that make sense?
