Lmao that is "JosΓ© Chan" (in Poortuguxsx we say it DjuzΓ© not Hoe-zeh like in Spanix), he used to be a quite infamous figure in weeb circles the early 2010s Brazilian internet, he was arguably the most prolific weebshitter in the entire country, having been active as early as the mid 2000s, but it was this very video above that turned him into a living meme, he used to host a shitton of anime and even JAV-related blogs, events, and collabs over the past decade or so, he even has a Poortuguese language thread on KF.
