All sorts of reasons. Two of mine were kittens left in a box on the shelter's doorstep. Another was a stray that came in pregnant. Another's elderly owner died.
Sure, the ones without issues get adopted faster usually, but they still end up in the system.

Oh yeah abandoned kittens are legit. When i was in moddle school two were abandoned by the mother in our atrium so we took them in and bottle fed them. One died fairly quickly but the other lived for a decade and was kinda r-slurred. Like she had slight balance problems and had to be trimmed because she wouldn't groom herself very well and her fur would matt up. But like normal stray cats can take care of themselves fine and again, ive never purposely adopted a cat. They just decided they liked me and apparently i have a cat now

I made it clear that my cat is mine when a neighbor said she let her pet him (he's generally terrified of everyone but me and freaks the frick out if i let anyone else inside) but i dont wanna make him wear a collar so im not doing that. But that's the risk you take with outdoor cats

One of the aspects of life in the Philippines I didn't anticipate and wasn't warned of before coming over here is that nobody sterilizes their pets and there are cats and dogs just wandering around the streets 24/7.
I think it's honestly reflective of a healthier attitude towards animals than modern
have where 
treat them better than actual humans and blow tens of thousands of dollars on surgery, chemo etc.
