I think this was more likely done by someone in programmer socks. It reads like how redditors thought those Anti-NIMBY fearmongering pamphlets read but on the other side.

They went something like

"Thank you for your support of Kamala Harris. You have been chosen to test a program where you are to house an undocumented immigrant family indefinitely."

I'd bet a lot of money it was a teenage hacker possibly in India or Russia or Middle East. They hacked some political roles with demographic lists of phone numbers then used some phone spam bot for hire thing
