But tell me where is the crime in studying a person and discovering their name, home address, phone number, age, race, religion, party affiliation, employer, salary, and shopping habits, and then using that information to send them targeted and unwanted communication?

It's called marketing, and it is legal to gather and sell and use that information, and you do not have to comply with a "do not call request" until 30 days later
