If it's being called the "Department of Government Efficiency," that means its going to be internal to the executive branch, get a Secretary on the President's cabinet (Musk? I was expecting him to be Secretary of Transportation or Secretary of Energy) who is in the line of succession for the Presidency, and become an item on Congress' budget every year.
