We have the War Powers Act which allowes for what are called "90 Day Presidential Wars." The President can conduct military operations for up to 90 days without Congressional approval. There has not been an actual Congressional declaration of war since 1942. But don't worry, I don't think anynthing will come of this. He'll see something on Fox News tomorrow and that will be his issue of the day, he'll forget all about Greenland. (0)
