Removals are a legal process with very limited ability for POTUS to do anything about. There are 600 immigration judges in the entire country, last year they cleared just north of 1m cases with 1.6m new cases. Congress have refused to add more money to the system for the last decade. It takes 3 years to get a removal order, anyone who has already claimed asylum is here for 11 years.
Immigration detention is at capacity. Congress isn't going to give him the $1t a year it would cost to detain them all.

You can unironically speed through the process extremely simply and its country of origin. If you actually dwell into the legality of this, you pretty much need governmental abuses to win a case, so if you're from any country that isnt venezuela and nicaragua, you are literally just waiting for deportation. You can and should have a panel of judges just outright waiting at the border to process cases off a checklist because almost every single migrant will fail at even proving they qualify as a refugee since most governments arent committing mass scale human rights abuses (literally step 1). You can also expedite a removal order based on public burden, i.e. entitlement collector, meaning you can just make it easy to deport anyone and everyone who ever signed up for any form of welfare by allowing summary judgment requests from a prosecutor.
Stopping release and expanding prison holdings solves the problem too, because even though "i swear I'll die if deported" they will frick off and go back if they have to wait for their hearing in prison. It is unironically very simple to fix this, and it literally just starts with not being a complete r-slur about it.

Require docs, expired or not, to qualify. Again, it really is as simple as stop being r-slurred and we can plug the loopholes easily. No ID? No entry. Heck, you can go after legal if you wanna make it easy: if lawcels take a case they know has no merit, they will be sanctioned via ethics for wasting court time/resources.
