Removals are a legal process with very limited ability for POTUS to do anything about. There are 600 immigration judges in the entire country, last year they cleared just north of 1m cases with 1.6m new cases. Congress have refused to add more money to the system for the last decade. It takes 3 years to get a removal order, anyone who has already claimed asylum is here for 11 years.
Immigration detention is at capacity. Congress isn't going to give him the $1t a year it would cost to detain them all.

I think Mitt Romney had the best idea. Deny all benefits and all but the most basic rights to illegals and generally make life so unpleasant for them, they self-deport.
But that can only be a success if Dem states stop pumping money into programs for illegals (which they won't), and all levels of government start cracking down on employers hiring illegals (which they won't).

The illegal immigration debate is the biggest sham in US history and probably one of the most obvious places where the kayfabe slips when you really think about it. High-level Democrat and Republican politicians will both remain happy and well-paid so long as:
A. The flow of illegal immigrants continues unabated.
B. They stay illegal so that their employers can keep paying them below minimum wage.
