Removals are a legal process with very limited ability for POTUS to do anything about. There are 600 immigration judges in the entire country, last year they cleared just north of 1m cases with 1.6m new cases. Congress have refused to add more money to the system for the last decade. It takes 3 years to get a removal order, anyone who has already claimed asylum is here for 11 years.
Immigration detention is at capacity. Congress isn't going to give him the $1t a year it would cost to detain them all.

Are immigration judges just built different? @BrasilIguana feel like most judges can't clear that in a decade (I hate them)
!lawyers am I just crazy or that number is insane? I suppose the immigration cases must be very simple but by my experience even simple things will take judges years, I don't think a single judge knows how to tie their shoes for example

In a removal case the defendant is not entitled to an attorney or jury, and once the government shows no record of lawful entry the burden shifts to the defendant to prove he isn't removable. If the defendant isn't in custody he usually fails to appear but unlike with a criminal trial he can still be ordered removed.
A defendant who gets an attorney through legal aid might well be able to assert defenses and drag it out, but that's not most cases.
