Birth certificate is a state document. Trump only controls federal documents.
That said, idk how the feds are gonna handle giving out passports that must match biological s*x when the state documents used for proving identity have false information on them.

They wont. Even if that EO didn't immediately get blocked (which it will be) it would require a pretty huge change in how passports are issued and CBP & USCIS processing which would take years. There isn't a current way for USCIS to identify someone's birth gender if it disagrees with their birth certificate, they don't have access to that kind of data.
I am enjoying the POTUS of fiscal responsibility pissing away money on things that are going to be changed again in 4 years.
