I mean kinda, because the president saying "pretty please declassy this" is sufficient legal authority for nearly all classified information. Of course the CIA are old hands at bureaucratic games of grabass, but they would be breaking the law.

The EO isn't even declassification, it's asking for a report on doing the declassification.

I don't think they give a shit about these cases they just don't want to start a trend of presidents doing this.
