Not a Bong, but suppose I only had a computer monitor in place of a TV and wasn't subscribed to any steaming services, would I still need to pay a fee?

Only if you watch live TV. There's really no way they could ever identify that though. You'd have to let an inspector into your house voluntarily and show them that you're watching live TV.

What if they ask?

Just say no. They don't put much effort into actively enforcing it - most people pay and the rest just get increasingly scary letters.

Which makes the whole license thing even dumber because you could just collect a small fee when they buy the subscription instead of playing detective trying to figure out whose has a tv license

The BBC has been unable to restructure their payment model for the age of streaming because they've been under Tory rule and the Tories dislike the BBC.

Any live-broadcast "programme", whether over-the-air, cable, or even if it's on YouTube (excluding user-generated content). On-demand/catch-up services are not covered.

R-slurs started a sentence with "Or" and I don't know what it's even trying to say.

WOW.
Everytime I think Canada is boned, I just look at Britain and I feel a lot better. At least everyone here knows the CBC is garbage and is only kept running to keep Liberal loyalists happy.

in theory I think you are meant to have one for twitch livestreaming, but I have literally never heard of this being enforced or even properly tested

I'm not a brit, but I live in a country where we have a similar licence system. You have to pay it, even if you don't have a TV, because you probably have access to the internet and the national public TV has a web livestream you can watch. You don't have internet at home? You still have to pay, because your phone has internet. You somehow don't have a phone? You still have to pay, because your car has a radio, and you could listen to the public radio there.
Despite that, I don't pay the licence. If they come knocking on my door, I'll probably start, but until then I'll just save myself the 200 a year.
