HR is actually useful but the bar for being useful in HR is so low that anybody with a high school diploma and an unwillingness to break the law could do the job successfully in 80% of cases.
For the remaining 19% you need a college degree and for the remaining edge 1% cases you need an HR specialization.
Any job that the boss's nepo hire kid can do successfully without collapsing the company isn't a real "professionals required" job.
