If what they say is true, then it sounds like the treasury simply handles the logistics of payments already approved by congresses or wherever. If that's the case then it makes sense they would always approve payments because the money has already been allocated by a higher entity.

Sure, they could internally review and certify that a payment request is accurate and fully supported by audits and compliance checks. Then, they could submit that certified request to the U.S. Treasury's Bureau of the Fiscal Service (unless we replace them with elected representatives as well! Better get more congressmen). The Bureau of the Fiscal Service verifies the documentation and confirms sufficient appropriated funds. Afterward, they can initiate the payment electronically integrated with the Federal Reserve to settle the funds between the government and the recipient's bank account. Finally, the transaction is reconciled and reported through internal and external oversight. I see no issue with this.
