The way the criminal justice system works isn't all about private prisons or racism or whatever redditors are whining about today. It's a huge bureaucracy where there's a lot of paperwork to do. So put yourself in the shoes of the probation officer or whoever. Think "what do I want the criminal to do to cause the least amount of paperwork for me?"
